Nigeria Police Character Certificate for Ecuador Tourist Visa
Step-by-step guide to obtaining and authenticating a Nigerian Police Character Certificate for an Ecuador tourist visa application.
What Is the Police Character Certificate?
The Police Character Certificate (PCC) — also called a Police Clearance Certificate or Police Clearance Report — is an official document issued by the Nigerian Police Force (NPF) through its Federal Criminal Investigations Department (FCID). It confirms that you have no criminal record, no criminal conviction, and are not wanted for prosecution in Nigeria.
Ecuador requires this document for all visa applicants over the age of 18. You must submit one from Nigeria and one from every country where you have lived for the past five years.
The Authentication Challenge: Nigeria Is Not a Hague Convention Member
This is the most important thing to understand before you start.
Ecuador is a member of the Hague Apostille Convention. Nigeria is not.
For countries inside the Hague Convention, a simple apostille stamp is enough to authenticate a document for Ecuador. For Nigeria, apostille is not available. Instead, your Police Character Certificate must go through a longer chain of authentication called consular legalization:
- Nigeria Police Force (FCID) → issues the certificate
- Federal Ministry of Foreign Affairs, Abuja → authenticates the NPF's signature and seal
- Embassy of Ecuador in Abuja → legalizes the document so Ecuador's immigration authority will accept it
Skipping any step in this chain will result in automatic rejection of your visa application.
Step 1 — Obtain the Police Character Certificate from the NPF
Online Application (Recommended)
The Nigeria Police Force processes PCC applications through the official POSSAP portal (Police Specialized Services Automation Project):
- Visit https://possap.gov.ng and create an account under "Individual"
- Provide your NIN (National Identification Number) or BVN (Bank Verification Number)
- Select "Police Character Certificate" → choose "International" as the request type
- Enter your travel reason, state of origin, place of birth, and destination country
- Upload a scanned copy of your international passport data page (max 2MB)
- Upload a passport-sized photograph (max 2MB)
- Select your preferred police command for issuance
- Pay the fee of ₦30,000 through the portal (debit card, bank transfer, or USSD)
- You will receive an SMS and email with a biometrics appointment at the nearest Police Criminal Registry
- Attend the appointment in person with your original passport and payment receipt
- Officers will capture all ten fingerprints using digital scanners
- Your certificate will be issued digitally and sent to your email after processing
In-Person Application (Alternative)
Applicants may also apply directly at the Central Criminal Registry, FCID, Alagbon Close, Ikoyi, Lagos or the Force CID Headquarters, Abuja. Bring completed fingerprint forms, identification, and passport photographs. In-person fees may range from ₦30,000 to ₦40,000 or higher depending on urgency.
Important: Even if you receive a digital PDF certificate from POSSAP, it still requires Ministry of Foreign Affairs authentication before Ecuador's immigration authority will accept it.
Required Documents to Apply for the PCC
Gather these before you start the POSSAP application:
- Valid Nigerian international passport (scanned copy of data page)
- Bank Verification Number (BVN) or National Identification Number (NIN)
- Passport-sized photograph (digital, max 2MB)
- Payment confirmation (generated after online payment)
- Original passport (required at the biometrics appointment)
The POSSAP system will not accept expired passports. Your passport must be valid at the time of application.
Step 2 — Authenticate at the Federal Ministry of Foreign Affairs
After receiving your Police Character Certificate, take it to the Legal Services Division of the Federal Ministry of Foreign Affairs in Abuja for authentication.
Location: Legal Services Division, Tafawa Balewa House, Central Business District, Abuja (also referenced at No. 1 Ikoyi Street, Wuse Zone 5, Abuja — confirm the current active office before traveling)
What to bring: - Original Police Character Certificate (or printed POSSAP certificate) - Two photocopies of your international passport data page - Passport-sized photograph - File folder - REMITA payment receipt (fees are paid via the REMITA government payment system before submission)
Fees: - Standard authentication: approximately ₦5,000 per page (most PCCs are 1–2 pages) - Expedited processing: approximately ₦10,000 per page
Processing time: - Standard: 3–7 working days - Expedited: 1–2 working days - Peak season (March–August): up to 2 weeks
Output: The Ministry applies an official authentication stamp, reference number, officer signature, and date directly to your certificate. This stamp is valid for 6 months from the date it is applied.
Note: Authentication is only available at the Abuja headquarters. If you are not based in Abuja, you may use authorized courier or document services that handle Ministry submissions on your behalf.
Step 3 — Legalization at the Embassy of Ecuador in Nigeria
After Ministry of Foreign Affairs authentication, you must have the certificate legalized by the Embassy of Ecuador in Abuja. This is the step that makes the document legally valid for Ecuadorian immigration authorities.
Embassy of Ecuador in Abuja: 10 Marakesh Street, off Kumasi Crescent, off Aminu Kano Crescent, Wuse II, Abuja, Nigeria Tel: +234 90 545 454 25 Email: eecunigeria@cancilleria.gob.ec Hours: Monday–Friday, 09:00–15:30 Appointments are required — walk-ins are not accepted.
What to bring: - Ministry of Foreign Affairs authenticated original certificate - Photocopies of your international passport - Completed consular application form (obtain from the embassy) - Legalization fee (contact the embassy directly to confirm the current fee before your appointment — consular fees are subject to change)
Processing time: Varies; confirm with the embassy when scheduling your appointment.
Practical note: Contact the embassy by email well in advance to confirm they are operational, confirm current legalization fees, and secure an appointment date. Appointment slots can be limited.
Step 4 — Certified Spanish Translation
Ecuador requires all documents not in Spanish to be translated by a certified translator. Your Police Character Certificate will be in English and must be translated into Spanish before submission.
Requirements for the translation: - Translated by a certified/sworn translator - The translator's signature must be present on the translation - Some consulates require the translation to be notarized
Timing: Get the translation done after the full authentication chain is complete. Translating before authentication may require you to translate again if the document changes.
Service option: EcuadorTranslations.com provides certified English-to-Spanish translation and notarization for Nigerian and other foreign documents, with a standard turnaround of approximately $150 per document. This service is well-suited for the PCC given its standard format.
Ecuador's Validity Requirement — The 180-Day Rule
Ecuador requires that your Police Character Certificate be issued within 180 days of your visa application date.
Critical rule that most applicants get wrong: The 180-day clock pauses while Ecuador is actively reviewing your application. The certificate does not expire during processing. If Ecuador takes 45 days to review your application, those 45 days are not counted against the 180-day window.
This means: - If your PCC is issued on Day 1 and you submit your visa application on Day 60, you still have 180 days of validity remaining — none of which is consumed during the review period - The 180-day limit applies to the window between issuance and the date you submit your application
Practical implication: Aim to submit your visa application within 90–120 days of your PCC issuance date. This gives you buffer time for any back-and-forth with the consulate without cutting close to the validity window.
Estimated Timeline
Week 1–2: Register on POSSAP, submit online application, attend biometrics appointment Week 2–4: NPF processes certificate and delivers via email (allow up to 4 weeks) Week 4–5: Ministry of Foreign Affairs authentication in Abuja (3–7 working days standard) Week 5–6: Ecuador Embassy legalization in Abuja (schedule appointment in advance; allow 1–2 weeks for appointment availability plus processing) Week 6–7: Certified Spanish translation via EcuadorTranslations.com or local certified translator
Total realistic timeline: 6–8 weeks from start to a submission-ready document. Start no later than 10 weeks before you plan to submit your Ecuador tourist visa application.

Common Mistakes
- Applying for an apostille instead of pursuing consular legalization — Nigeria is not a Hague Convention member, so apostille is unavailable and an apostille stamp from another country will not substitute
- Submitting the POSSAP digital PDF to Ecuador without Ministry of Foreign Affairs authentication — the embassy will reject unauthenticated certificates regardless of how official they appear
- Translating the document before completing the full authentication chain — any new stamps or annotations added during authentication may require the translation to be redone
- Failing to contact the Ecuador Embassy in Abuja in advance — appointment slots are limited and walk-ins are not accepted; this single step can add 2–3 weeks to your timeline
- Misunderstanding the 180-day validity window — the clock starts at the NPF issuance date and pauses during active visa review; it does not start fresh at authentication or translation
- Using unauthorized agents who promise certificates without biometrics — the POSSAP system ties certificates to biometric data; fraudulent certificates are detectable and will result in visa denial and potential immigration bans
- Providing information on the POSSAP application that doesn't exactly match your passport — name discrepancies are a leading cause of processing delays and certificate rejections
- Waiting until the last minute — the full chain (NPF → MFA → Ecuador Embassy → translation) takes 6–8 weeks minimum; starting less than 8 weeks before your application date creates serious timing risk
Pro Tips
- Email the Ecuador Embassy in Abuja (eecunigeria@cancilleria.gob.ec) before you even start your NPF application to confirm they are operational, obtain current legalization fees, and schedule a provisional appointment date — appointment availability directly controls your overall timeline
- Pay exclusively through the POSSAP portal. Never pay cash at a police station for the certificate itself — all official fees are collected digitally through the portal, and any additional demands at the biometrics appointment are unofficial
- Track your application on the POSSAP portal using the reference number issued after payment — you will receive email and SMS status updates at each processing stage
- If you are not based in Abuja, use a reputable document services firm to handle the Ministry of Foreign Affairs authentication step on your behalf — they are familiar with the process and can prevent costly errors
- Request two certified copies of the Spanish translation in case the Ecuador Embassy or Ministerio de Relaciones Exteriores requires an additional copy during the review process
- Keep digital scans of every document at each stage: original NPF certificate, MFA-authenticated copy, Ecuador-legalized copy, and translated version — these are critical if any document is lost in transit or if Ecuador requests additional verification
- The POSSAP portal allows you to verify the authenticity of any PCC by entering the certificate number (which begins with 'PSS') on the Validate Document section — run this check on your own certificate before submitting it anywhere
